Ino and Mei have decent outfits that would look good on some girls IRL. I think the Kumo ninjas got good fashion sense. Bee and Darui got nice threads. Gaara is decent. Obito during the Uchiha massacre had some pretty cool and appropriate clothes, I pick Obito then.
