what about orochimaru he didnt have it all that great but i still say it is between garra and itachi part one garra couldnt sleep and thought his mother wanted blood thats some torture plus his dad tries to kill him and itachi well we all know what happened there ill vote after i give this some more though.

but im leaning towards garra i mean killing your family is tough but itachi chose that path ifyour bad ass enough to take out the uchiha clan you can take out a few elders

If itachi took out the elders then entire fire nation would get in war and people would suffer, he chose to kill Uchiha clan to avoid a greater loss of life, conflict and war. Itachi was traumatized by war and hated war.
