Who has more chakra?

No version of Teen Sasuke (bar Rikudou) has more chakra than EMS Madara and above.

Rikudou Sasuke > any non-JJ Madara.

JJ Madara > any version of Sasuke.

Obviously Sasuke. Sasuke's got half of the rikudo's chakra that's only developed since he got older.
Sasuke's own chakra + Half of Hagoromo's chakra >> Madara's chakra + Hashirama's chakra + Senjutsu
in both quantity and quality.

i think EMS Madara has more chakra than EMS Sasuke but Rikoudo enhanced Sasuke has more chakra than any non JJ form of Madara.

I would say it's a tie between adult Sasuke and EMS Madara.(both with no outside chakra other than EMS)

RG Sasuke >> DRG Madara
RG Madara >>> EMS Sasuke
EMS Madara >> EMS Sasuke
