I'm thinking Nagato, he had two rinnegan, a feat that would've killed Hashirama DNA powered Obito due to how taxing it is. That's a pretty damn great feat, IMO. Naruto and Kisame are very high without their respective boosters, but I don't think they've showed anything featwise that puts them above someone who had two Rinnegans implanted.

Obito himself said he wasn't able to implant both, it drained too much. I'm on my phone or I'd find the page, but I'm sure you could find where its mentioned. Give me a bit and I can try.

Also, athough having Kamui was a boost, he couldn't even use it as juubi jinchuuriki. Even though it might look otherwise at some points, I think Rinnegan is still above a MS

If we are excluding Kurama or the rest of the beasts then Nagato takes this. He has more feats to prove his great chakra pool over the two. Feats such as wielding dual Rinnegan efficiently as a host, controlling 6 different bodies miles away and even at death's doorstep was he able to make a giant CT and was even prepared to make it bigger.

Now wait a second...
Then...he barely survives...barely gets called to be stronger with 1 rinnegan then nagato with 2 eyes...barely overtakes juubi...barely fights a war all this time and even resist death and saves naruto.

There is just no way nagato has more of chakra, "overwhelming chakra and ability" of the rinnegan must be indicating something else but not lack of obito's chakra.
