Obito as he led and manipulated multiple things at once, you could say. Itachi never did anything like that and I think he would be a great leader because it's no secret that he is as smart as they come, but going off of what we've seen, Obito all the way.

They were both loners who took everything upon themselves; neither would make a great leader. I would vote Itachi though because he was caring, empathetic, and quiet. Obito was always blabbering on about his ideologies and manipulating people. Shinobi in Konoha would have followed Itachi if it hadn't been for the Uchiha massacre. Even members of Akatsuki looked up to him and respected him. Now, if you mean young Obito before he went AWOL that would be a tougher call. Young Obito was very caring, passionate, and charismatic.

Itachi was Anbu captain at the age of 13 and was learning how to be a leader as the Uchiha heir. Obito just manipulated Nagato who took on the leadership position... but even then no one in Akatsuki was truly loyal bar Kisame.
