if its between jiraiya and itachi i say jiraiya he got raped and gang banged. the most painful death was 3rd raikages fighting for three days and night until you die from exhaustion. fighting until you drop dead and being paraded around is the worse and most painful way to die. second would be the 2nd hokage cause he died the same way but just faster.

Jiraiya lost an arm, got stabbed by 6 rods in the back. Neji got hit by something from the Ten Tails. Itachi should be lucky he didn't get stabbed or anything like that.
