It takes a non-Uchiha 10 years to use that technique but for Shisui it would almost always work right away (mangekyo's do tend to take a bit of time though but not to the extent of a decade). So Shisui. His jutsu is so op that Kishi had to kill him off.

I think the time needed between each use is not 10 years for Shisui, that would make his MS basically useless.
The time was probably less when you had both eyes.

ems obito with mokuton is very hard to beat. But can he beat ems itachi who can spam amaterasu and defend with susanoo with yata mirror and totsuka blade? I think not. Itachi wins if full intel. Obito with no intel.

Itachi - He'd be strong but having EMS doesn't remove his sickness nor his average chakra levels. Remove his sickness and give him Uzumaki chakra levels and he'd OP as shit.


Shisui - We don't know nearly enough about him. To what extent can KA go, what are its weaknesses? Feats for his body-flicker?


So... I'm going with Obito. I'm going to assume that the OP's Obito is that he has EMS with BOTH Kamui eyes - if that's the case then he'd be unstoppable. If that's not the case he'd still be damn OP.

It is 10 years for anyone without Senju DNA, so yes, Shisui could only use it once in one eye for ten years. With two eyes, he basically had two shots.

Shisui did get the most potent tech, but it was useless considering that he himself could only use it once every ten years. That rule includes him, considering that he did not attempt the KA again w/ his other eye and the eye he gave Itachi was deactivated for quite some time. There's been only evidence to support that he could use it once a decade and none to refute it. He got the bad end of the stick as far as MS techs go.
