He thought his best friend was dead( turned out to be a criminal)
He leaked the news that led to the 9 tails incident (and the death of his teacher/wife) Which leaves his student alone and a kinchuriki
His father killed himself.

Sasuke. His past is full of regret and hate, and he's never truly been happy. He's enjoyed the times with Naruto in the past, but that wasn't for very long. He's had to bear Itachi's mistakes, and the regret of killing him after knowing the truth.

They all did. The thing is, Naruto chose Happiness and Sasuke chose darkness, which caused him more suffering through out the years. While Naruto did suffer, he is now happy with the friends and love ones he has. Sasuke discovered his brother was good all along yet he continued to walk in the darkness to avenge his family instead of moving on.

Kakashi suffered too but like Naruto, he chose to move on and be happy with the people he has now. This also includes other Jinchurikis, Tsunade, Hashirama, and Nagato (in the end). Itachi chose his own path for the good of the people, he knew he did the right thing though it hurt him. Madara is just... not a happy person.

I know the past will never leave those people, but I believe those who choose to not walk away from it, suffer the most.
Therefore, I think it's Sasuke who suffer the most since it's so hard for him to let go.
