I would say Itachi, the more chakra you have and the more train to control it, the better your control. Sakura's control is a result of low reserves, extremely low reserves.

Also, his genjutsu prowess has a lot to do with chakra control.

Itachi chakra controlling feats a fleeting.
Him being a genjutsu user would suggest that he is one par with part 1 Sakura in chakra control, which is above Shizune, but not byakugou sakura.

Susanoo is a cute chakra controlling feat though, but Sakura is doing much more with her katsuyu jutsu

Her reserves aren't low, their simoky average and not worth talking about but I'd like to push back on "the more chakra you have and the more train to control it, the better your control"...

Sakura not having large reserves means that she can't afford to waste or over use her chakra which emphasizes how precise she has to be when using it.

No, Kakashi was just saying what everyone else in the manga said.
Kakashi knew Sakura stamina was low and that she was much of a fighter in part one, hence his genjutsu type comments.
He was saying that they would be strong oppenents if they mastered their chakra control.

Its 3 years worth of chakra.
