If we're talking about the power a shinobi either already has or has but has yet to unlock it or use to its full potential...like Gohan of DBZ who we cause throughout the entire series only show glimpses of his true power/potential when he got extremely emotional but only lasted while in the state of extreme motion and was never able to control and maintain that power until the end...and we're not talking about what should could of like if Itachi & Kakashi were jinchurickis; then I gotta give it to both Sasuke & Naruto

Naruto's obvious cause come on, he's in possesion of THE MOST powerful thing currently in all of Narutoverse since the Jubi was divided up as the kyuubi got the most of that split. So if anyone was in possesion of that power and could fully control would be like a god amongst ants. And if Naruto were more of a jutsu specialist, especially if he learnt a vast array of jutsu's there'd be little he couldn't do because unlike most, he's not running out of chakra anytime in his lifetime to execute those jutsus. Plus his speed would be out of this world. The Raikage already compared it to Minato's ftg technique

Then there's Sasuke. Dude already is a chakra beast. Plus he fully master the sharingan and all its near god-like abilities it grants itsa users. Now we learn that he can potentially, key word being potentially, gain the rinnegan if he pushes his EMS to its limits. The rinnegan on top of his already impressive chakra would certainly make him like a god. Even Tobi said he will become greater than Nagato which was why he wasn't devasted about losing Nagato. And Nagato going as the 6 Paths of Pain lived like and fought like he was a god...to think of Sasuke becoming even greater than that. Plus Sasuke already can master high level techniques really quickly with little trouble with and without his sharingan...just imagining the techniques he'd master and have the chakra to pull off....
