I say they're almost equal. The Rinnegan is devastating if used correctly, which Sasuke is. Chakra can be used effectively too if used properly, which Naruto also is. It's hard to call for me.

No, its apart of his sage technique. Naruto & Sasuke both lost the seals, however they still have rikudou's chakra, the Yin/Yang powers are permanent.
