IMO its was between Kaguya and Jubbi jin madara


Kaguya the strongest in the series got fodderized in a couple chapters when it took twice as much to get rid of madara and obito.


Jubbi jin madara was nerfed so bad he pretty much got soloed by scrubs like rock lee and might guy.


Jubbi jin obito took all madara's shine by blitzing and fodderizing the old hokages like that, that should have been madara doing that to really soldify his image which was shitted on once he was around naruto and his PNJ

Kaguya was beaten by spirit bending asspull, that gave Kakashi the temporary powers that were needed to win the fight, that Naruto and Sasuke couldn't finish.
