1. Hiruzen - so-called God of Shinobi. I get that he got old, but still... I expected to see more of his vast skill set. I think he actually got a better showing in Part I when he fought Orochimaru, Hashirama and Tobirama - though the latter two were nerfed as f*ck.
2. Minato - nothing nerfs a character more than having his undead arms blown off and unable to regenerate. Still, pretty badass without the arms but I would have liked to have seen his skill set with them. Fuinjutsu feats would have been nice to see, pity there was no Edo Tensei'd Uzumaki.
3. Orochimaru - he was made somewhat ridiculous in the end, a lame-as-**** villian when he could have been epic. I think they should have made Sound a more viable/credible threat, an actual village that worked (he was a genius after all) instead of it all being this gigantic evil cliché, his large scale slaughter of experiments is over the top... overdone so much that's just not poignant anymore.

There's a few more... Hashirama was a bit lacking for me in the end, Tobirama I had no expectations of so I have no issue there.

... Hmm. Who else?

Kakashi. I suppose the issue there was him needing to fail in order to create openings for his students, for the sake of the plot etc.
