In my view i see tobi winning and by winning i dont mean beating all the allied shinobi but tobi pulling a cheap move on them or revealing something.
If the good guys win naruto would end right, but theres loads of loose ends that kishi never tied up so the story has to carry on, this can only happen if tobi walks out the victor.
