well they are two very powerful shinobi brothers from kumogakure, from the time of tobirama senju
and they were resurrected during the war through edo tensei, they have powers of the kyuubi but not as much as naruto obviously
and maybe its time for u to watch the latest anime

2 strong criminal shinobi brother's who got eaten by 9tail fox and he puked them out.. while bro's were in they ate it's chakra meat and survived, they are only one's that ever survived that and after that they could go tailed cloak mode and get insane power boost+chakras +they are using sage of the six paths treasure tools ( only ones capable of using ) well due stupid ass plot that useless chick could use it.. and darui beat em -.-'
They were 2 cloud ninja (Im fairly certain they were cloud ninja at least) who fought against the nine tails. The nine tails swallowed them and they survived by eating the meat/chakra from within the nine tails. They were soon crapped out. They returned with parts of the nine tails chakra embedded in them. In the manga, there is an epic battle between them and Darui, and one of them gets sucked into the gourd (the weapons the have are a few of the legendary weapons from the SO6P), and the other goes into a Stage 2 transformation due to the rage (like Naruto did against Pain). Im rather upset the game didnt follow this part very well, even though these two characters are kinda filler.
If you want to know more, read the manga (chapters 526-530) or watch the anime (episodes 268-269/270, I forget when the fight ends in the anime but its only a few episodes).

Then you must have skipped episodes 269 and 270, where they showed the fight between Darui and the brothers.
OT: They were hidden clouds criminals who once fought and got swallowed by the Kyubi. Inside the Kyubis stomach, the brothers survived by eating the chakra of the kyubi. When they got out, they were able to utilize the kyubi chakra and transform into a 6 tail cloak.

It was explained in episode 268-270 I believe, they ate the flesh of the 9 tails. Apparently only few people could survive from doing so as other ninja died after consuming 8 tails flesh
