Maybe, Kaguya should have been the FV for the movie whereas Madara should have closed out being the FV in the main series apart from Sasuke because everyone expected Naruto vs Sasuke to happen. It was most likely forced to introduce the origins of the Otosutsuki Clan.

From the moment Obito made the declaration of War, there were 227 chapter until the ending. With as long and bloated as the War arc was, Kishi should've cut the war arc by 50-100 chapters in order to tell Kaguya's story, the Juubi, and the histories of the clans that come from Kaguya: Senju, Uzumaki, Uchiha, Kaguya (Kimimaro), and Hyuga. It's not like he didn't have proxy characters to act through.
