Well he looks like a male version of Temari so sure. Anyway about Cee, he could be deadly if he uses CES which a person like him should easily be able to learn. Furthermore, Sakura is supposed to be good at genjutsu so if she learns his genjutsu, she'd be formidable.
Actually, he's one of the only three characters I dislike in this manga. I disliked his snarky tone towards Kakashi when he, Naruto and Yamato intercepted Ay to talk with him, so when Sasuke kicked his ass with his genjutsu, I honestly laughed out loud. None of the Cloud had the right to speak to anyone from Konoha like that after their treachery with the Hyuuga, what's more a hero of the third shinobi war. He was an *******.
The other two are Karui and Danzou.
Karui because she was a hot-headed, emotional little ***** who stirred trouble up in Konoha when she was supposed to be there under friendly terms and beat up Naruto. She then smirked at him when Ay and his party walked away in the land of iron.
The third is Danzou for reasons I'm sure I don't need to explain, and don't care to considering how many and how dispicable they are, although that makes him a great villain in the end lols.
Ay was my forth for the same reasons as his two subordinates, as well as what he did to Neji's father and black mailing Konoha, but he's grown on me, being a brother to Bee, acknowledged Naruto and playing his part as commander well.
Cee isn't black lol. It's probably because they are a bunch of arrogant, hot-headed, greedy warmongers. What they did to Konoha and Neji's father is in my opinion one of the most despicable acts in the manga, rivaling even a few of the things Danzou did. But then again, none of the villages are innocent and they're all working together now.
Ay and Omoi have grown on me however. I also like Mabui and was sad when she died and Darui is in my top twenty now. Though I still don't like C or Karui.
