When jiraiya first summoned the sage toads against pain, they said he is always calling them out in tough situations like this. I've been thinking who else in narutoverse could be strong enough to push jiraiya into summoning the sage toads and we didn't get to see such a person reanimated even when a lot of made-up strong shinobis appeared in this war.
I think it was just a way kishi used to say that they are badas* sage frogs at the point of introduction.

Maybe Hanzo like NarutoB said. We only saw the aftermath of the fight, but he could summon toads at that time, so its plausible.

Don't the flashbacks show Jiraiya training for sage mode at a young age as well as lifting a boulder?! I mean even against Pain Jiraiya couldn't believe Hanzo got defeated....so it would make sense that Jiraiya hadn't changed entirely much since he fought Hanzo...otherwise comparing his current power against Pain it seems illogical if he had vastly improved.


Hanzo and Orochimaru would be the only candidates.

Edit: Noticed you said the Hanzo Pain killed....that wasn't the Hanzo Jiraiya fought. The one that Jiraiya fought was prime Hanzo who hadn't been locked up for years and still had a dream.

Prime Hanzo was the one that Deva Path Pain owned by himself.
It wasn't long since Hanzo killed Yahiko before Nagato got his revenge.
