There are many other Shinobi who are strong and could fight someone else.

Spiral Zetsu and Black Zetsu are opponents Shinobi could fight.

well some of the shinobi could think of how much they really hate and want revenge for their losses against the other villages and they could sneak attack each other when this is all over with. Lol but everyone has a nice spirit on the inside so that wont happen. Lol
