He did it in the hebi era, but lacked sufficient power to be compared to itachi. when he gained the power he kinda lost his mind so his intellect went out the window. Not he is rounding out into the complete monster he can become

Fights where sasuke had no intel(deidara, killer bee, 5 kage summit, danzo, kabuto) sasuke is forced to come up with his own plans base on the information he provides himself. Find me one fight in part 2 where naruto had no intel or kage level help.
