Children probably can’t process that much emotion. But it’s Sakura who he loves the most...sadly even more than Sarada...but not by much.
And Sarada is his child and he know how much Sakuras would be hurt if anything happened to Sarada.

Sasuke seen itachi and naruto damn near die in his face and didn’t not flinch. Sakura was punched in the face and he nearly killed a man.

The thing about naruto that triggered sasuke was Sakura. When Narutos was the one to save her.
Sasuke only cried about itachi because he had an inferiority complex

Sakura. She was teh first person he acknowledge as 'important' to him (chunin arc). Sakura's loving hug was enough to suppress his cursed seal mode...Sakura was first person he gave a praise to in teh manga (for her improve genjutsu ability) and did this because he was in tune with her feeling...knowing she was depress about sitting chunin exam (something that is out of character for sasuke who dont understand emotions usually)...Thanked Sakura (again out of character)
In part 2 he knew sakura was a medic without being told (proof he was spying on her) and didn't kill her at bridge arc despite having many chance.....in teh war arc he was impress with her power and tried to save her many times despite having a goal to shut everyone off......sasuke was willing to sacrifice his life's work for her...that's how important she is to him

Itachi, he killed Danzo and was going to destroy the whole village and kill everyone in it for Itachi alone. Then comes Sakura and Naruto.

Who Sasuke like in order:
1) Itachi (which is a bit paradoxical because he still killed his clan, even if they say he had no choice. If it was Minato or Hashirama, then they would have found an alternative)
2) Naruto (because they both share the same pain
3) Boruto (because he sees Naruto in him, and feels he can guide him because he is similar to Sasuke in many ways)
4) Sarada (obviously it's his child, and they did connect during the shuriken training episode
5) Sakura (in my opinion, he married Sakura out of guilt or pity, and he feels he doesn't deserve a happy life, and did that to stone for his transgressions)

1- Sarada: Betrayed the village and saved Boruto who he perceives as the one who kidnapped his best friend just because she asked him to do so. He chose to trust her over his own memory and mind. This is above what he did for Itachi as he didn't follow Itachi's wish and become the hero of the village, he did the exact opposite of that.
2- Itachi /Sakura /Naruto /Fugaku and Mikoto: I'd say they're somewhat on the same level
3- Boruto
4- Taka/ Kakashi
