Jiraya. In retrospect, kakashi wasn't that great of a sensei. Due to Orochimaru, he was forced to spend almost his entire time focusing training on sasuke to protect him, but unfortunately failed in the end. Naruto learned much more under jman, and sakura remained useless.
Jman actually did make for a better sensei when he focused and wasn't off perving. Also, naruto took the news that kakashi had died much better than the news about Jiraiya.

He most definitely has a much more closer relationship to Jiraya for soo many reasons.

-Jiraiya taught him the Ninja way
-Made him a better ninja
-They are basically have the same characteristics as far as fighting; out of control goofy sometimes but genius and very level headed when they need to get things done.
-was the teacher of Minato and Naruto(He taught both of them so I think that soon or maybe later that Naruto will have both fighting characteristics of Jiraiya and Minato which will just be awesome.)
-Was his God-Father

Plus when Jiraiya died it looked like Naruto lost a father even though he didn't know that he was his God-Father he still had that bond with him because Jiraiya was already so close to Naruto's parents. Jiraiaya had so much input going towards Naruto by his book being an inspiration to his name, taught his father, taught Naruto, and overall looked after him more than anyone ever did.
