Who do you think was the failure between...?

Hagoromo and Hamura. Consideirng we have more information on them because of the last few arcs in Naruto, and Naruto the Last which gives the Hyuuga/Otsutsuki more background information.

Even if they both were considered Gods. Who do you think personally was inferior to the other?

They were equal. Nothing really suggests otherwise. Apparently Hamura had the Tenseigan which offsets the Rin'negan and they both had Six Paths Senjutsu.

They were equal before Hagomoro became the JJ. Hamura awakened the Tenseigan later so yeah they are more or less still equal.

Hagomora favouritism was responsible for alot of shit that went down in series though so hes more of a failure.

Hogoromo was the failure. He selfishly believed that only his children or/and their reincarnations can save the world, causing him to put the world in danger.

He also gave humanity the tools to be even for destructive.
