Who do you think Tobi is?

Personally i think it's Kagami uchiha because he was the same age as danzo and he knew about world resurrection but didn't know the full details because his sensei (the 2nd Hokage) didn't tell him. He has the last four letters of his sensei's name in his nickname "Tobi". He wanted shisuis eyes to become more powerful.

Post who you think he is and prove me wrong if you have a better reason.
