I don't think he loves either of them, like is the more appropriate word here. That being said I think he likes Sakura more.

Edit: I hate it when I realize the original post asks something other than what the topic title says after I've already posted. I think Naruto will end up with Hinata, even though he likes Sakura more at the moment Hinata will grow on him. Sakura will never let go of Sasuke.
