you HAVE to take this guy into some kind of consideration as well. dont know of any other kage it took THOUSANDS of people to kill. that feat alone gives him an argument for number 1

You know how it is haha, you have to take into consideration peoples weaknesses and strengths and the only weakness I can think of other than his own attack is poison. Other than that he has nearly flawless defence, offence and an immense amount of stamina. Definitely the biggest boss in my opinion.
