Technically everyone "borrows" their abilities from somewhere. Even Hashi had to learn from his elders during the war. But that aside, excluding him, madara and the So6P, I'd say (in no particular order):
2-4th Hokages
Itachi
3rd Raikage
Probably some of the other kages as well.

the 3rd raikage shouldnt be over muu and 2nd mizukage, he has no way of beating them, he cant see an invisible muu and dust release 1 shots anybody if hit, nor can he see through the mirage and unlike gaara's he doesnt have and gold sand to make the exploding clone not explode...

Thats like saying all Naruto did was understood how the Rasengan worked.. no. he worked for it fair enough he wasn't the first one to use it but its not like it was given to him like how the Rinnegan was given to Nagato

And that's what it was. Jiraya just said hey i'll give you this jutsu, he explained it to him, then nardo got some insight from the cat and little practice with chakra release to get the right feeling. Same applies with all other shit he learned minus FRS and sexy no justu (based on transformation jutsu).

Uchihas for instance develop sharingan on their own, hagoromo created it all alone, many others have pioneered this or that jutsu, but minato shouldnt get more credit then rasengan is worth.

I was gonna say that semehada steals chakra and that's why Kisame has a massive chakra reserve.. And I'm pretty sure Mangetsu can fuse with semehada seeing as the manga said he was a master of all the swords...

He dosent have borrowed abilities that's the reason why I said him hop off. Last time I checked MS Sasuke needed help from tobi or he would be dead. And idk know how you can just assume that they can beat him and say it with no proof besides madara of course. You almost named a bunch of people with borrowed abilities... J man in sage mode? He couldn't even do it without toad help. So please before you try to prove someone wrong just know this is an opinionated question don't take it so seriously..
