In terms of skill, Sasuke if you realize that despite being a proseries bho got trashed by Rock Lee, he improved by the time he returned to the exams. Then again, he copied L. 's speed didn't he?

Yes but no one ever thought it's going to be naruto,even jiraya.
Obito failed. And it wasn't his fault for not unlocking sharingan. He wasn't in the neseccary conditions.He improved by madara's help and he didn't went further than a MS user for a while. Obito had help. There were no one to talk down to him. He literally followed madara's goals and lost his own.
But naruto did everything on his own ,while others were disapointed in him. He fought with his limits and others opinion about him. He surpassed himself. Obito just awakened the abilities he had,but naruto gained them.
Besides we saw naruto's development during the series but obito was still a thirteen year old boy who couldn't forget his childhood love after 17 years :|
