No. EliteRamenNinja made a thread declaring the 40-year-old Genin the best fodder in the NarutoVerse.
I am going to have to say Kitsuchi not because he is week but because of his clothing style. It make's him blend in well with actual fodder's making me mistake him for one several times in the past.

Well the number one fodder is actually Aoba Yamashiro! 40-Year-Old Genin is just a badass!
Aoba has gone unscathed for the most part while in the presence of the following:
The Sand Village invasion
Kakuzu
Kisame, and brave enough to go into the mind of the Shark!
Kabuto
Aoba Yamashiro: Secret Badass

As far as true fodder of cannon characters then I would say the Rain Genin who got fodderized by Hinata, Shino, and Kiba like they were nothing!

Konohamaru.
