I will answer this seriously, even if i woudnt.
I dont think Kishimoto is really fond of Sakura, but he dont hates Sakura. He created her because he was forced by his editors, but in a point, he didnt know what to do with her. In the end, he used her to make polemics, and this became her proposal, for better or worse. Something like that character we love to hate and laugh off, and serves as self insertion for dreamy girls.

But Shino? Who? So I think Shino is the one Kishimoto least like, in the list.

I don't think he hates Sakura either, but he definitely doesn't like her character. I guess he isn't attached to her like he was with Sasuke after the editor pitched the idea, because clearly if you compared Sasuke and Sakura when it came to overall development, you'd laugh so hard your stomach might pop.

Despite not developing Naruto as best as he could, he has said that Naruto was like his child during the interview for the Last. Not to mention in an interview he said all characters are below Naruto when it comes to importance.

But like I said before I don't really think he's fond of her.

Ruining a character: Serious Tobi (ever since the mask came off, Obito just didn't have that same tense aura as he did with the mask on)
Lack of development: Sakura (she was well written in the beginning of shippuden though)

Out of those three Sakura would be the answer. Considering that despite her supposed maturity over the series, she reverted back into a Sasuke fangirl at the end. Among other reasons.

Tenten and Shino, the former having only been created for purpose of filling the three man team, are side characters and not expected to have had big development. That said, Shino actually does have development, it's only because Kishimoto didn't make a big focus on it that people mistakenly think Shino's growth was ignored. Especially by those who admit they don't care/like Shino.

Also if you're wondering who Kishimoto likes least based on way of development or lack of, then you're missing a number of characters.

Hinata who despite her clan heritage, only exists for Naruto. Ino, who did great in the war, ended up marrying the "second Sasuke" guy who didn't have the guts to admit her found her unattractive. Kiba who turned into a joke character in Shippuden and really should be placed under the same category of "forgotten and underdeveloped by Kishi" as Shino is. Lee and Neji, arguable, could be on the list. Especially the latter who spent Shippuden doing little of nothing before he was killed off for pairing purposes.

he himself literally said he is fond of her but you come her put words into his mouth
