1) Kaguya - no need for explanation.
2)Kushina - Kurama Jinchuuriki powers and chakra chains, neg diffed Kurama twice.
3)Konan - super intelligent, difficult to kill coz of shkigami dance, almost solo'd Tobi
4) Terumi Mei - 3 nature elements, 2 kKg, acid mist makes it near impossible to battle her (unless she has comrades around, in which case she can't use it coz twil kill em too).
5) Pakura - wind style, fire style, scorch release
6) Tsunade - no need for explanation.
7) Sakura - no need for explanation
8) Temari - large scale wind style
9) Kurotsuchi
10) Karin - would be higher if she actually had proper shinobi training and mentality, her powers are quite OP though which is why she makes the list.

She does, just needs an actual mentor and for her to forget Sasuke for at least three months and focus on her shinobi training.
