not quite. She really brings any all that powerful. It seemed that way because she had enough sense to bait and Prep the field for a fight against a powerful opponent. She showed she had skills as a strategist.

Also she never trusted Toni. It's why she stole away Nagato's body and guarded it from Obito. She was a resilient kunoichi.

OT: my vote goes to Konan.
