Minato because he is the only normal character in the manga with no bloodline limit, which actually shows that a normal guy could own all your Rikudoo bloodline limit and all that always giving the impression of superiority or invincibility against an opponent no matter how strong he is. What please me concerning this character is the fact that he doesn't use overpower move. He only uses basic kunais like a ninja should do, using basic things to counter great things. With small kunais, he makes unbelievable things(the fact he deflected Kyubi's TBB with a kunai is always in my mind )

I guess itachi a little more, cuz minato is really overrated, while itachi is just slightly overrated
