In fairness Shanks ended the war after both side had been completely messed up. Sengoku only ended the war because he knew Shanks wouldn't try to fight even further unless he had to. To be honest if any of the Yonkou had attacked the marines after the war it may have been fatal to them.

Yes Shanks ended the war not with the power he held (which is great btw) but because of the respect the marines (in particulair Sengoku) had for him.
If he decided to use force the marines still had enough power to annihilate them.
