Obviously Kaido. Oda said that he is the strongest living thing in the world and to always bet on Kaido in a 1 vs 1.

It's a stalemate. That's why they are yonkou. No one is able to beat the other.

Explain Kaido's title then, as well as the statement "In a 1 on 1, always bet on Kaido".

In an 1V1, the other person is rarely a Yonkou. Even if you bet kaido and he loses, Kaido's still really f*cking strong and worth betting on.

As for the title, depending on translation I could argue any of them to be stronger than him. Strongest beast: Shanks is human so the title is meaningless.
Strongest man: Big Mom says hello.
Strongest living creature: Meaning animal or beast, so even though humans are technically a part of that group, it's easy to say that it doesn't count them
Strongest anything: The title is just plain wrong. It can be. Don Krieg was called the strongest in the world too, and he got curbstomped by mihawk.

"In a 1v1 always bet on Kaido" , that includes against the Yonkou.

Screw the title, titles always have loopholes, but there is a reason that statement was clearly laid out. Will he win 100% of the time? Not necessarily but if you had to bet on someone you would favour Kaido. He has that statement going for him in a verse where everyone is at a deadlock in the upper ranks. No way you overlook that.

For now, maybe some new characters/powers of low-profile characters will be introduced and suddenly this can be questioned

Teach by the end of the series, in terms of strength probably Kaido. But i think shanks is the strongest all round. :)
