Mihawk is considered the best in one piece zoro has yet to surpass him.
in bleach i would say Zaraki since he uses pure strength to fight.
in Naruto i much more prefer the homie kisame

Mihawk can easily cut mountains as if it was nothing, cut a 50 ship fleet all of wich were giant ships cut in half, Yoru is the strongest sword in the world that he carries and his eyes are better than a hawks... Yep, Zaraki would have a hard time... Maybe even lose...
