If Danzo's not on the list, then Hiruzen. That guy. He had to have served a forty-year term as Hokage. Even when the Fourth died, he decided to come out of retirement. That's some strong Konoha will right there :|

this is hard because of all the great things they have all done in the name of the village.
but i would have to in the end go with Naruto not because of what is doing currently or has in the past but because he holds the
will of fire of most of the others we would have in mind for this title. If they all put their faith in him. Then they must think he
is the one to do what they couldn't. Which would put him as the highest leaf village great anime hope.
