I honestly think Minato still is the strongest Hokage, I mean. He didn't live that long. What 25? He could've learned so much more, mastered sage mode better, evolved his Rasengen. A lot he could've done, FTG lvl 3 even. And even Edo Minato, with BM+SM he's dangerous! #1 in my opinion, but close second is the first of course
