its SASUKE, its kind of like the prophesy (naruto and sasuke will have their fight just like hashirama and madara did). its the destined fight between one that will represent GOOD and another that will represent the BAD, so the sage toad was reffering to sasuke coz naruto and sasuke's fight will be the biggest and most important thing naruto will do (he told him about the most important thing he will face) it was obvious
