Sasuke, Orochimaru, Kabuto, or Obito?

Orochimaru had no interest in the war. In-fact, the only reason he helped was for him to continue his own experiments and push his personal agenda forward.

Kabuto helped because he never wanted to take over the world anyway. He lost sight of himself and wanted to be like Orochimaru but can you blame him? Orochimaru was the closest thing to a father he ever had and all he wanted was a family and for someone to acknowledge he was someone too.

Sasuke only helped because he was saving his own skin and he wanted to honor his late brothers final wish.

Obito helped because he realized how wrong he was about the world and that it can change for the better with someone like Naruto. Deep down he was always a genuine person, just blinded by the lost of his love. Love makes you do crazy things.

So who deserved to be pardoned the most?

Orochimaru & Kabuto were criminals for other things not having to do with the war
Sasuke was a criminal too but it all tied into the war
Obito was the cause of the war ,with madara ofc.

I say Sasuke cause all his crimes were related to this and he didn't really cause the war

The war didnt need sasuke to continue and MOST (not all) of sasukes actions didnt leaded to war.
Kabuto literally made the war much harder then it should have been.
Orochimaru wasnt a criminal for war crimes.
Obito is literally a war criminal along with being the initial ledader of the bad akatski.
