[Question] Who decides the color schemes for Anime adaptaitions?

We all know Manga are drawn in black and white(more often than not) with the mangaka releasing colored sections in the collected volumes but since I have never actually bought any of those I was wondering to the color sketches come out before the anime adaptations begin or not. If they don't who gets to decide on the color of character designs as the mangaka is rarely involved in the manga process?

Key example would be Hunter x hunter 99 vs 2011.

In 99 Hisoka has blue hair 2011 he has red hair
Menchi is the opposite and has red hair then blue hair in 2011
Leorio has brown hair then black hair(Personally I always pictured him with black hair)
2011 Netero has a two colored beard when the manga shows no color difference line in his beard
Killua has silver hair which from just reading the manga I expected blonde like Kurapika
Tonpa has a green shirt as compared to a blue shirt.
Buahara also has two different colored shirts.
Kaito has different hat and hair colors.
This is far as I've reached in the animes but I've seen other examples such as

So I was wondering who makes the final call on the color schemes is it the mangaka or is it the studio produceing the anime? Because from this it seems like it's the anime studio.

On a side note which version do you prefer if you've watched both? I like the art of the 99 version better idk why but the characters look a little better to me(especially Gon) but the pacing in the 2011 is better, 99 adds a lot of filler scenes within an episode that didn't happen like the girl confronting Killua on the airship. Although 2011 left out Gon meeting Kaito and protecting the fox bear, which I felt was a pretty important part of the story.

Really it depends on how much involvement the original writer has in the anime. Because like you said in the colored pages of manga you see the colors of the character's but if the anime is just bought out by a production company they have the say in what they want to happen in it. Since technically the original mangaka sold it to them.

Like you can tell if you check the credits in most anime you don't see the same writer on the manga doing anything in the production. They may get a shout out but they technically sold the rights to a production company to do an adaptation and 90% of the time have little say in it.

Its the same with music, if you're a song writer and sell the rights of your song to a record label for another artist to use. You usually have no say whatsoever if they decide to change anything about it. Though you still get paid for anything they use it in.
