tobi was probably lying to make sasuke angry and manipulate him, like how he straight up lied about the kyuubi attack.
but if itachi was telling the truth I wonder who the ancestor could have been, and it also proves the uchiha weren't all that bad

Uchiha weren't bad its just some couldn't be trusted because they were mad with the turn out of the two clans. but i think itachi and tobi are right. Tobirama did want to keep an eye on uchiha, so he could of probably just set up the military force with some uchiha, but without them knowing that he also wanted to keep on eye on them.
