Who created Jutsu?

Not ninjutsu, just jutsu period. And if it can be created, then that means there was a first jutsu or a set of firsts jutsus. This means that new jutsu can always be created, which means theoretically there is an infinite amount of jutsu that can be created.


It just takes some creativity. Like itachis exploding shadow clones or his crow substitutions

What are you talking about jutus was created with chakra. So first jutsus was from Kaguya probably. and first ninjutsu from Indra. but that's just a guess.

there're infinite numbers of jutsus. Tobirama created a lot with his imagination like Minato with the rasengan and Orochimaru. But the senjus must have created most of them if we don't count the specials abilities that each clan has.

Word "Jutsu" simply means technique or skill. Pretty sure even before ninshu and chakra was discovered, people were using jutsus that did not require chakra, maybe something like proto-taijutsu, shurikenjutsu, kenjutsu etc. Later when chakra was more widely used, people started mastering it and use ninjutsu and genjutsu etc.

Well first it was just natural elements, right? Madara used raw lightening. Jutsu got more specific and defined rather than raw waves or earth bending after Indra & Ashura.
