The two most obvious characters to potentially unlock juubi modes are orochimaru and kawakii not because they could be the ultimate baddies of this series, but what they symbolize hint to that.
In the first series the ones to achieve this mode were hagoromo, obito and madara. Hagoromo as the first jinchuuriki created different tailed beasts. Obito and madara seeked juubi power to do infinite tsukuyomi to fullfill Kaguya plan. Orochimaru if he seeks this out would probably due it for the intention of ultimate power immortality and having access to all techniques like he always wanted. Kawakii wants to abolish ninjutsu I think the only way that's possible is to take back all the chakra with the juubis power.
Why it makes sense for orochimaru to be a juubi symbolically is orochimaru has always symbolically been linked to the uchiha by having Tomoe design, the 8 headed snake fighting susanoo like in myths and his desire of obtaining a sharingan also with his interest with Kimimaro ability who is linked to kaguya. The sharingan finds its roots from the juubi, orochimaru when sealed inside to sasuke it parallel him to a tailed beast even having tailed beast form like Kaguya. Also is a character that also shares symbolism with the devil who turns to snake give evil whispers to eat the forbidden fruit, tailed beasts being power from chakra fruit i think even more so alluding to his future. I think these are subtle hints in the series pointing him to being the juubi one day.
While kawakii symbolically makes sense due to his connection with hagoromo the creator of ninshuu and the first juubi jinchuuriki it would be ironic that his symbolic antithesis would abolish all he worked to create.
