For example, we have not seen the following characters use summoning jutsu:
Gaara.
Raikage.
Mei.
Onoki.
Neji.
Kurotsuchi.
Akatsuchi.
Yamato.
Iruka.
Dodai.

The list is longer, but just to name a few.
