Also based on feats Hidan CQC is one of the best in this series.

He sparred with kakashi + Team 5

He sparred with Shikimaru + Asuma (Barely touched)

his cqc feats are incredible



Neji has no counter for Iron sand or 100 puppets.

Even if neji counters with rotation how can he move?

the ONLY advantage I think neji could have had was cutting chakra strings but based on feats Sasori is able to reconnect from a distance

EVEN IF Gentle fist could prevent him from using his ritual jutsu (Which it wont based on feats) hidan would still beat Neji in CQC as that scythe would wreck him

What other way could he actually do significant damage to Neji? C4? Neji can see all chakra he'd be able to see the microscopic bombs since they are chakra based and be able to deflect them with rotation. You bring up range but Naruto and Kakashi were able to get close enough even when he was flying and you act like Neji has no range moves, air palm could be used to knock Deidara down. People act like because Sasuke is the one that beat him that's proof he was strong but he's in the bottom half of the akatsuki easy.
