Who could have fitted the role of Tobi better then Obito and why?

i like the idea of izuma being tobi, just never thought of it, and all those suggesting shisui i'm sure its coz they saw that danzo had removed one eye when itachi exposed this

Nobody because he is the only one that could play his role, like no on[JUTSU][/JUTSU]e can play kakasi but kakashi, or orochimaru than,orochimaru... He had to play the tobi role to hide who he was.
