who controls the great genjutsu?

if it is casted by the god tree then how is it controlled? i dont understand how will obito or madaras world be created if its not their jutsu?

maybe the controller of the great genjutsu is whoever eats the god fruit and that could be madaras plan because maybe obito doesnt know that thats required. or obito can control it cause hes technically synced with the juubi/god tree.

and i think we might officially be in a new arc (infinite tsukiyomi arc)
