Who claims Obito is in control of Jubbi or vice versa?

Think of Obito mind being one drop of water in Ocean,I do not think He comprehended or train for such a big task. Look at Gaara for a long time He could not control Shikaku,thats why His own Father had His own in law Gaara uncle try to kill Him.
