We don't know who he'd be able to ET though. Plus it was an incomplete version that Oro/Kabuto completed that likely couldn't be used for combat.

Going by his sensing, ability to resist ET, FTG and Storm feats for Water style, he defeats everybody. Kisame & Pain would give him awesome battles though.

Also, depends who you consider strongest, Minato or Itachi.

He beats Sasori, Hidan Konan and can probably blitz Deidara.

Can't really take down Kakuzu without edo's though..

The only person he loses against is Pain. Kisame depends on intel. However w/ Edo Tensei he stomps every member except Pain, where he wins with mid-high diff at the worst regardless of intel.

Not sure. It's always been shown that Minato was famous for the jutsu while Tobirama never got any mention like that so I doubt it.

Yeah, I feel like if the man had a mandatory run-on-sight order, armies would know why and that you couldn't fight him like normal enemies.
